The final decision to go with Lockheed hinged on the YF-22's greater maneuverability.  Some have suggested that Northrop's problems with B-2 cost overruns worked against them.  Although the original concept called for the procurement of 750 aircraft, this was reduced progressively to 648 and later to 442.
